FedRAMP Certification Without a Sponsor: What Cloud Service Providers Need to Know

For years, finding a federal agency sponsor has been the single biggest obstacle for cloud service providers trying to achieve FedRAMP authorization. Many companies invest hundreds of thousands of dollars into compliance preparation only to stall because no agency is able to sponsor their authorization.

That’s about to change. FedRAMP is opening a limited-time path for cloud service providers to earn a Rev5 FedRAMP Certification without an agency sponsor. If your product is close to ready, this may be the fastest route to the FedRAMP Marketplace you’ve ever had.

But the window is narrow, the requirements are strict, and incomplete submissions will be permanently denied. Here’s what you need to know.

    What is FedRAMP Program Certification?

FedRAMP Program Certification is a new authorization path that allows cloud service providers to submit directly to FedRAMP for certification at Levels 1 through 4, without needing an agency sponsor. Instead of waiting for an agency to agree to evaluate and sponsor your product, FedRAMP itself will perform the final assessment and issue the certification.

FedRAMP has introduced a new leveling system as part of this transition. Here’s how the new certification levels map to historical FedRAMP baselines:

    Level 1Historically Li-SaaS (low-impact software as a service)
    Level 2Historically FedRAMP Low
    Level 3Historically FedRAMP Moderate
Level 4Historically FedRAMP Moderate with additional Balance Improvement Releases implemented and no corrective actions in the past year

Levels 5 and 6 correspond to FedRAMP High, but they are not eligible for the sponsorless path.

This path was created because many providers have already made significant progress toward Rev5 compliance but are stuck in limbo. Agency budgets for information security programs have shifted, and sponsorship has become harder to secure than ever. FedRAMP now has the capacity to take on more Rev5 assessments directly, and this program is designed to clear that backlog.

Key deadlines you need to know

This is not an open-ended program. There are hard deadlines with no grace periods:

    July 28, 2026

FedRAMP Ready is officially retired. No new FedRAMP Ready submissions will be accepted after this date. Existing FedRAMP Ready designations will be renamed “Legacy FedRAMP Ready” and phased out by late 2026.

    December 16, 2026 at 2:00 PM ET

Final deadline to submit a complete authorization package for Rev5 Program Certification. Incomplete or insufficient packages submitted before this deadline will be permanently denied. After this date, the sponsorless Rev5 Program Certification path will close.

That gives you roughly nine months from today to get your system assessed, your documentation complete, and your package submitted. For teams that aren’t already well along in their compliance journey, that timeline is tight.

Should you pursue Rev5 Program Certification or FedRAMP 20x?

This is the strategic question every cloud service provider needs to answer right now. FedRAMP is actively developing the 20x path as a faster, more efficient approach to authorization, but it’s not fully available yet. FedRAMP 20x Low and 20x Moderate are currently in pilot, and FedRAMP 20x High is not expected to enter pilot until the first half of 2027.

Meanwhile, the Rev5 path is still active and will likely remain so for at least a few years. The sponsorless Program Certification window adds a new option that didn’t exist before — the ability to submit directly to FedRAMP without waiting for an agency sponsor.

In practical terms, providers have three options right now:

Pilot FedRAMP 20x Low or Moderate

If you want to get ahead of the new framework while it’s still being shaped. This makes sense if your system aligns with those baselines and you’re comfortable being an early adopter.

Wait for FedRAMP 20x High pilot

If your system handles high-impact data and the sponsorless Rev5 path (which caps at Level 4 / Moderate) doesn’t apply to you. That pilot isn’t expected until the first half of 2027.

    Pursue Rev5 Program Certification

If your system is already close to Rev5 compliance and you want a proven, well-defined path to the FedRAMP Marketplace — especially now that you can do it without a sponsor.

These paths aren’t mutually exclusive. A gap analysis gives you the data to determine which route makes the most sense for your product, your timeline, and your target customers.
